This refers to national-level AI created with domestic data and language rather than relying on foreign technology. These are Korea’s domestic AI policy keywords.
Sovereign AI comes from the word sovereign, which means sovereignty, and refers to AI that a country builds and controls with its own data, language, and infrastructure rather than relying on the technology of foreign companies. Just as we are trying to become self-sufficient in staple crops for food security, the concept is to become self-sufficient in a strategic resource called AI.
As AI has become a core technology for the economy and security, concerns have grown that relying solely on the model of American Big Tech will expose us to the risk of data leaks, cultural bias, and supply disruptions. Accordingly, many countries are promoting national language specialized models and building their own data centers as national policies, and in Korea, they are also used as key keywords in domestic AI development policies.
However, there are controversies about the performance gap with front-line models, effectiveness compared to huge investments, and efficiency of government-led development, and there is also skepticism about whether complete self-sufficiency is realistically possible.
